Recent years . Internet has been widely developed . spread and applied everywhere. IP protocol system . as the core technology of internet . has been widely recognized as in the dominating position in the data network structure. Meanwhile as the development of internet research and VoIP of the IP technology. the data communication system has merged in to the traditional PSTN service. As the data shows . the IP service accounts for 95% of the whole telecommunication service. We can say that the most of data bearing and transferring service has been with IP features. Recently. the digital video and communication service has developed very fast and well. while most of it are also IP service. We could see that in the whole telecommunication service . there are all IP service except traditional PSTN . and the 70% of the long distance call is IP call. The broadband and IP has been the general trend of telecommunication development. In the foreseeable future . the IP phone will replace the traditional phone step by step and finally finish the replacement. Developing and enhancing VoIP technology to replace the PSTN completely has been the hot topic for research.

According to statistics.the revenue of VoIP service in Asia will reach 10 billion US dollars and the calling time on VoIP will reach 99.5 billion minutes in Chinese market. More and more professional carriers are entering this market. VoIP will not simply replace the traditional service with its cheap price . but to compete and develop together.

At present , the developing direction of NGN is clearer as more and more international big carrier¡¯s NGN project and schedule has come out. The VoIP hardware is also more and more mature since the VoIP network building and service providing is developing fast. Regarding the transforming from traditional network to NGN , many carriers have declared their project focusing on the service transforming , network transforming and business transforming. All of this portend that the critical moment in the VoIP development in China will come soon.
